AMD 3950X - is it better utilized running Linux or Windows

I have two AMD 3950X computers, one running Windows 10 Professional (64 bit) and another running Linux Mint 20 (64 bit). I wonder which is better at fully utilizing the processor. Is that a statement or a question?
 
The best I can tell based on pure observation is the Linux really does fully optimize the multiple processors than Windows. Its not scientific yet when I am running 30-40GB database loads, each has 64GB of DDR4 3000 RAM, and each has a 1TB Samsung Evo 970 NVMe m.2 2280,... Linux just seems more responsive and based on the HTOP review, the work loads get done faster on Linux.
 
Is it just me or is there some scientific research to help me prove this? I'll have to get back to you on this.
