Cross Functional Corporate Training, does it still have value?

In the past few years, I have led organizations as a VP and noticed that cross functional training is not liked by top leadership for one reason or another, they don't see the value or I can't sell it.
I find transparency in our teams on how we get things done helps organizations as a whole cohesively improve and everyone gets to see the ship as a whole improve, grow and add value. some C-levels see it as a waste of time and resources.
Given professional development as a means of adding value to the company's bottom line, we need to internalize improvements and improve as fast as we can to keep up with competition and demand for excellence and output.
