If we had to start over from scratch with every state of Nevada rule, law, regulation, how would we do it, and what would it look like.
Skip the counties and all jurisdictions; this is just crazy to have them all consider themselves unique and special. Just wipe those out and have everyone follow state law, not county and city, just one set of books.
Could we do it? absolutely! Let me show you how!
1. Mandate the full rewrite and keep it down to 250 pages or less, 1/2 a reem of paper, double sided, max.
2. Get out a piece of paper and pencil and do like the founding fathers did, draft it out.
3. set a time frame for the 1st draft, 2nd draft, 3rd draft and final, all within 1 year from start.
#1 everyone would love it - all jurisdictions in the state would love it, city, county, etc, and everyone would all become employees of the State and within the State for which they already are.
#2 start with civil rights for citizens and those that are not do not qualify.
#3 determine that all funds coming and going go through one check book with two signatures
Let's do the who, what, where, when, why and how and make sure it's a diversified group of people who want to work together, and the naysayers and haters can just protest all they want; and if they hurt anyone, they are ejected to the State to California, forever.
