Quad core computers or better for Windows 7 or 10

In the past two years, we have seen a push for upgrading computers from Windows 7 to Windows 10.
There was a 50/50 chance the upgrade was on a dual core or quad core computer. If quad core, we checked the frequency of the CPU to be 2 Ghz or higher, and at least 4GB of RAM with a chance to get to 8GB or higher.
If we could not meet those minimums, then save the money for the upgrade and buy new.
If the dual core system could not meet and reach upgrade-ability, then just go for a new quad core or higher new computer.
If you are using Linux, then these requirements will be 1/2 as much.
